On February 23, police stormed the office of the opposition United National Movement (UNM) party and detained the leader of the party Nika Melia.

Melia is accused of “leading and participating in group violence [riots]” during a protest in central Tbilisi on June 20, 2019. Then thousands of people gathered in front of the parliament, indignant over the fact that the Russian deputy Sergei Gavrilov, who had come to the Interparliamentary Assembly of Orthodoxy, appeared in the chair of the speaker of the Georgian parliament.

Melia was detained in his office a few days after the court tightened the preventive measure against the oppositionist, ordering him to be taken into custody.

The prosecutor’s office demanded a tougher measure of restraint, explaining this by Melia’s refusal to pay an additional 40 thousand lari (about 12 thousand dollars) of bail. Melia has already paid bail once, but the amount was increased after he defiantly threw out an electronic bracelet at a protest in November last year.

The oppositionist himself considers the demands of the prosecutor’s office and the charges against him as politically motivated.

Prime Minister Giorgi Gakharia called the execution of the judgment the reason for the disagreements with the ruling team and his decision to resign.The Interior Ministry then postponed the execution of the court’s decision, but Irakli Garibashvili, who replaced Gakharia as prime minister and known for his harsh rhetoric against opponents, while speaking about Melia in parliament, still in the rank of candidate, promised that “the law must be executed.

The very next morning after Garibashvili was approved as prime minister, the police stormed the office of the largest opposition party in Georgia, where opposition leaders and activists were on duty around the clock after the court ruling, hoping to prevent Melia’s arrest.

The Ministry of Internal Affairs admitted that they used special means during the operation, without specifying which ones. More than 20 people were detained for administrative offenses.

The opposition complains that during the operation, law enforcement officers illegally took servers from the party’s office where their information was stored, and even energy drinks.

The Ministry of Internal Affairs says that technical devices were seized by officers of the criminal police department as part of an investigation into group resistance law enforcement officials, as there was a risk of destruction of important evidence. The opposition is confident that both the actions of the investigating authorities and the court decisions serve the interests of one person – the former chairman of the ruling party, billionaire Bidzina Ivanishvili.

Ivanishvili in January of this year announced that he was finally leaving politics and leaving the post of party chairman and the party itself. But the opposition does not believe in his “departure”, believing that he remains the informal ruler of Georgia. Many Georgian analysts have also said that Ivanishvili is more comfortable not to take an official position, but at the same time to maintain the levers of control over the government.

The authorities apparently did not expect such a tough reaction from the West, says Vano Machavariani, one of the founders of the Center for Strategic Analysis of Georgia, former Deputy Secretary of the National Security Council.

The detention of Melia and the form in which it was carried out – the storming of the opposition office, he said, was one of the “last drops” after the calls of Western partners for dialogue between the ruling party and the opposition. The statements of the Western partners directly speak of the inadmissibility of using the court and the prosecutor’s office as a political tool to fight opposition leaders, Machavariani notes.

But the path to mutual understanding was not easy and not short. The first proposals of Heraclius and Solomon, made in the early 1770s, did not meet with understanding in St. Petersburg. As soon as Irakli loosened his grip, the local separatists raised their heads. Partly – on their own initiative, more often – at the instigation of the Persians and Turks. Georgia was divided into groups of influence – part of the clan clans considered it necessary to be faithful to the obligations taken to the empress, others considered the assistance to Russia insufficient and saw salvation in the renewal of the alliance with Persia or Turkey. The situation has escalated to the limit.

Irakli literally bombarded St. Petersburg with requests for help, begging, persuading, even threatening. There was no result – Catherine flatly refused to strengthen the expeditionary force. At the same time, Irakli tried to negotiate directly with his neighbors, primarily with Suleiman Pasha of Akhaltsik, to stop the raids. According to some reports, the king’s secret envoys negotiated at the courts of the Sultan and the Persian Shah.This information (whether it was true or not – it is unknown to this day) reached St. Petersburg and was perceived as a violation by the Georgians of their obligations, after which Russia considered itself also free from them. In 1778, after the start of another war with the Turks, the Russian battalions were ordered to leave Georgia. The construction of the road was stopped, the fortifications were destroyed.

Both sides accused each other of perjury, but each had its own arguments. Russia was forced to concentrate troops on the main theater of military operations in Moldova and Ukraine, therefore, it was considered inexpedient to strengthen its positions in the Caucasus, where Turkey did not have serious forces. At the same time, the two battalions stationed in Georgia, in the conditions of almost no communications, could themselves become hostages. Irakli, after receiving information about his separate negotiations, was no longer perceived as a reliable ally.

Finding himself in a critical situation, Irakli developed a vigorous activity and managed to organize an alliance of all Georgian rulers – the Imeretian king Solomon, the Megrelian prince David Dadiani and the Gurian ruler Simon. All of them recognized the authority of Heraclius, who stood at the head of the union. On behalf of the allies, the tsar appealed to St. Petersburg with a request to restore relations with Russia, but the request to send troops was repeatedly refused. The tsar understood that after his death a civil war was inevitable, and the only way to avoid it was the strengthening of Russia’s influence up to a complete renunciation of sovereignty. The only thing the king asked for was to keep the title of king for him and his son and the ability to rule on behalf of the emperor. Pavel was satisfied with this option, especially since the heir was well known to him – Prince David Bagrationi grew up in Russia, commanded the Preobrazhensky Guards Regiment and had just received the rank of general.

In November 1800, Paul accepted the request of the Georgian envoys (“16 points”), but set the condition that the request to join Russia must come from the entire people in order to avoid later conflicts and civil war.
