 With effect from 1st January 2008, the Dental Registration Act requires any person who wishes to practise as a dental specialist to register with the Singapore Dental Council.

Applicants should first obtain accreditation from the Dental Specialist Accreditation Board (DSAB). For more information on DSAB’s requirements, please access the DSAB website.

Upon obtaining the letter of accreditation from DSAB, applicants may proceed to apply for registration as specialist with the Singapore Dental Council. Prior to application, please ensure that you have registered the relevant higher qualifications with the Council. Kindly submit the completed application form for registration as dental specialist , together with the letter of accreditation from DSAB and prescribed fee of $500 to the Council.

Use of titles and designations

For Dentists registered under the Dental Specialist Register, they will only use the titles ” Dental Specialist in (Specialty)” or the title of “Endodontist”; “Orthodontist”; “Oral-Maxillofacial Surgeon”; “Periodontist”; “Pedodontist” or “Prosthodontist”.

Designations such as “Registrar, Senior Registrar, Associate Consultant, Consultant, Senior Consultant” are hospital or institution appointments can only be used by registered hospital or institution appointed staff. These designations should not be linked to any specialty of Dentistry eg “Consultant Prosthodontist”.

These designations and appointments should instead relate to departments, hospitals or institutions awarding such designations.

The dental register is divided into a Full Registration, Conditional Registration and Temporary Registration. This division will allow for restrictions on the practice of dentistry in respect of each sub-register to be drawn up, proportionate to the qualifications and experience of the dentist in that sub-register, in the interest of safeguarding dental standards and public safety.

Full Registration ( for students who have studied dental graduation in Singapore )
Dentist under full registration is allowed to practise independently anywhere in Singapore.
Criteria for Full Registration:
(i) holds a basic dental degree from Singapore; or
(ii) holds such qualifications as may be recognised by the Council and satisfies the Council thathe has special knowledgeand skill and sufficient experience in any particular branch of dentistry ;

To be eligible to practice as a dentist in singapore You must have a Dental Degree that is approved by the  Singapore Dental Council .

Conditional Registration

Dentist under conditional registration is required to adhere to conditions laid down by Council.

Council may specify : –

(a) that dentist registered under Conditional Registration to work for a specified period (usually 2 years) under the supervision of a fully registered dentist approved by the Council; and
(b) the particular employment or the descriptions of employment for the purposes of which he is registered under this section.
The supervisor is required to submit a supervisory report to the Council once every 6 months.
Dentists under conditional registration may apply for conversion to Full Registration after 2 years but this will be subjected to Council’s approval.
Criteria for Conditional Registration:
(i) holds a degree from a university specified in the Schedule or any other degree which is, in the opinion of the Council, not lower in standing than a degree specified in the Schedule;(ii)
 (ii) graduates from recognised dental schools listed in the Schedule must pass the relevant State/Regional Board licensing examination in the country which they attained their basic dental degree. For any country that imposes such licensing conditions on its own dental graduates, the corresponding conditions will also be required for registration to practise in Singapore;
(iii) has been selected for employment in Singapore as a dentist in any hospital or other institution or dental practice approved by the Council; and
(iv) satisfies the Council that he has the knowledge and skill and has acquired the experience which is necessary for practice as a dentist.
(v)

has sat and passed qualifying examination (please refer to eligibility for application to sit for qualifying examination)

Temporary Registration
Dentist under temporary registration is only allowed to practise for a short period of time.Criteria for Temporary Registration:
(i) holds a degree other than Singapore degree;graduates from recognised dental schools listed in the Schedule must pass the relevant State/Regional Board licensing examination in the country which they attained their basic dental degree. For any country that imposes such licensing conditions on its own dental graduates, the corresponding conditions will also be required for registration to practise in Singapore;
(ii) who is in Singapore for the purpose of teaching, research or postgraduate study in dentistry under such training scheme as may be approved by the Council for that purpose;
(iii) who possesses dental knowledge, experience and skill which the Council considers to be of international standing or are such as to have special value to the people of Singapore; or
(iv) who is not otherwise entitled to be registered as a dentist under this Act but who, in the opinion of the Council, possesses other qualifications which are adequate for the purposes of registration under this Act.

Now , if you are a student with a dental degree from a college not listed in the list given above ( India , Pakistan , Bangladesh etc ) then you will need to appear for the qualifying exam and clear it .

    Please tell us a little about yourself. Where have you studied before? Why did you move to Singapore? And how long have you been living here.

    I come from the small republic of Adygea, which is located in the south of Russia, and in particular from the city of Maykop. For eleven years I studied at the Adyghe Republican Gymnasium (abbreviated as ARG), as well as many students of the gymnasium I graduated from a music school in the piano class.In addition to my main interest in natural sciences such as biology and ecology, I also paid great attention to languages, rather because of their practical importance. I had no particular difficulties with my native Russian language, however, English was not easy for me. Yes, this is understandable, there was no sufficient practice. Simply put, there was nowhere and no one to talk to. As a student at one of the linguistic centers or language studio, as we call them, I went on a tour ‘Through the Countries of Scandinavia’, in which Sweden was the only representative of Scandinavia, enclosed in a tour ring with the Baltic countries, but this is not the main thing.This trip radically changed my plans for further studies at the university. Then, impressed by the opportunities that opened up for the “motivated students” according to our guide, I clearly decided that I would study abroad. No, not because I was not satisfied with education in Russia, but rather because the university years for me have always been associated with a change of environment and habitual way of life, the search for new friends and interests. Then, since it is necessary to change something, then radically. Thus, I formed a goal to enter a foreign university, but there was no money for this goal.And, as is usually the case, the solution to the problem came suddenly in the form of an international organization called the United World Colleges (abbreviated as UWC), which was rigorously screening candidates for sponsored college locations around the world. After a long selection process, I was nominated for a college in Singapore, which offered me a full scholarship for two years of IB Diploma.

    – Svetlana, tell us in more detail how you were selected for the UWC and how did you get the grant for the program?

    The selection process and all requirements are detailed on the website of the national committee (www.ru.uwc.org) in Russian and duplicated in English. I’ll tell you briefly from my own experience. The selection itself consisted of 3 stages, where the first one sent a questionnaire with personal information and answers to short essay questions (up to 150 words) and two detailed essays (all documents are filled in English). If the first stage was successful, the candidate was invited to the second round – a Skype interview lasting about 20 minutes. This was, perhaps, my first experience of this type of interview, which, of course, cost a lot of excitement for both me and my mother.However, I must say that the members of the national committee are psychologically well-trained specialists who know how to quickly win over a person. In the end, my interview turned out to be successful, and I was invited to the Moscow office of the national committee on the day of the final selection of candidates. There were many psychological games and tasks aimed at testing leadership skills. Looking back, I understand that no matter how the day spent in the selection ended for me, I would still have learned a lot simply from communicating with talented peers from all over our vast country, and therefore with a clear conscience I left the committee office that evening. …The week of waiting for the results was, perhaps, the most exciting and stressful for all the long years of study at school, perhaps also because at the same time as this selection process was active preparation for the Unified State Exam. But this nervous anticipation was worth it to receive a nomination letter for one of the colleges in the then unknown to me Singapore. The next step was to resolve the financial issue. I knew in advance that scholarships are offered only to those in need, that is, those who are unable to pay off the cost of tuition and college living on their own.The usual stage of consideration of a scholarship application is an assessment of the financial well-being of the family, which is reflected in the cost of apartments, houses, cars and the salaries of the parents. In my case, everything was extremely simple, since of all the property, our family has only a one-room apartment in addition to my mother’s low salary as a shop assistant. So our long-term “financial investment” in my language, music, and other education paid off in one go. And so I was offered a scholarship for 2 years with full coverage of tuition, accommodation, flights and even pocket money.Thus, with great gratitude and the desire to gain knowledge and new ideas, I moved to Singapore for two years to study at the international school UWCSEA East Campus (United World Colleges of South East Asia).

    – Is such a program available to every student? What do you need to do / how to be different in order to pass it?

    UWC movement has a long history, which began after the victorious defeat of Nazi Germany by the troops of the USSR and at about the same time with the formation of the United Nations.It was when the minds and consciences of people and especially young people were most vulnerable to the ideas of racial superiority and Nazism. Then one of the ways to prevent the further spread of these same ideas were these international schools, based on the idea of ​​tolerance and the celebration of diversity, but not as a prevention of extremism, but with the aim of educating educated and compassionate generations of young people. Thus, many countries around the world create their own national committees, which are composed of UWC college alumni.It is these people who select students for various colleges and provide financial support for low-income students through donations from philanthropists. To be honest, it still remains a mystery to me by what criteria the selection of applicants is carried out, because knowledge of English is not the main criterion. Rather, preference is given to your views on the challenges of the modern world, understanding of global problems, both social and environmental, your inner desire to be a leader and achieve your goals and, of course, the academic abilities of the candidate.But it is not known which quality or which characteristic has more weight in the selection. For my part, I can say that all my school years I was, as they say in Russia, an excellent student, actively participated in Olympiads and extracurricular activities. However, the program has an age limit, that is, at the time of application, the candidate must be less than 18 years old.

    – How long have you been at UWC? What was the impression during this time?

    This is my second year of college.I will not hide the fact that studying here is not easy for me, which, in general, is the fault of English. Although my level of language has grown immeasurably during these one and a half years of being in an English-speaking environment. It is fair to say that IB Diploma is considered one of the two most challenging and intensive programs in the world. In addition to a quality education, UWC cares heavily about developing critical thinking and encouraging students to challenge clichés, stereotypes and preconceived notions. So, on the one hand, paying great attention to the rallying of the class, as a group of students working in a team to achieve a certain goal, say, conducting laboratory work in a chemistry lesson, teachers limit the time to do this or that work and oblige students to work in pairs or in groups, thereby developing a sense of responsibility towards your partner / s.Any innovations are brought up for general discussion through the Student Council (student council). On the other hand, a distinctive part of the program is also a project week, which consists in complete independence in planning a week-long trip to any country in Southeast Asia to carry out your own project.
