A kick-off starts both halves of a match, both halves of extra time and restarts play after a goal has been scored. Free kicks (direct or indirect), penalty kicks, throw-ins, goal kicks and corner kicks are other restarts (see Laws 13 – 17). A dropped ball is the restart when the referee stops play and the Law does not require one of the above restarts.
If an offence occurs when the ball is not in play this does not change how play is restarted.

If the player taking the kick-off touches the ball again before it has touched another player an indirect free kick, or for a handball offence, a direct free kick is awarded.

Having dealt with Germany and swept past Ukraine, England are now just a semi-final win over Denmark away from a spot in the Euro 2020 final.
Gareth Southgate’s side saved their best performance of the tournament for the quarter-finals, dispatching Ukraine 4-0 with goals from Harry Maguire, Jordan Henderson and a brace for captain Harry Kane, who continues to grow in confidence.
They are yet to concede in the competition and appear to be hitting form at just the right time, making them firm favourites in front of a Wembley crowd of more than 60,000.
However, they must not underestimate Denmark, who have fought back from the horrific shock of Christian Eriksen’s cardiac arrest in their opening game against Finland with extraordinary courage.
They booked their place in the semi-finals with a 2-1 win over the Czech Republic – goals coming from Thomas Delaney and Kasper Dolberg – after beating Wales 4-0 in the first knockout round.

What time is the England game?
England’s clash with Denmark kicks off at 8.00pm (UK time) on Wednesday 7 July, with the first semi-final a day earlier.
It’s being broadcast live on ITV with the coverage starting from 6.30pm, presented by Mark Pougatch.
You’ll be able to watch live online through the ITV Hub, while BBC One is showing highlights at 11. 20pm and a full match replay at 12.55am.
The more superstitious fans might have cause for concern over the match’s broadcaster – put simply, and for whatever reason, England perform significantly worse on ITV than on the BBC.

Southgate’s side did beat the Czech Republic on the channel earlier in the tournament, but this broke a winless run on ITV stretching back 10 games (albeit incuding victory on penalties over Colombia in the 2018 World Cup).
Many of England’s most gut-wrenching moments in recent tournament history have occurred on ITV, from David Beckham’s red card vs Argentina and Cristiano Ronaldo’s wink to the devastating World Cup defeat to Croatia and the Iceland debacle.
In total, since the start of the 1998 World Cup, England have won just five games on ITV and 17 on the BBC.

If they do make the final, England will face Italy, who edged out Spain on penalties in the first semi-final at Wembley on Tuesday night.
The teams had fought out a compelling 1-1 draw in 90 minutes and understandably lacklustre and exhausted extra-time before Roberto Mancini’s side took the shoot-out 4-2 to advance.
Italy had reached the semi-finals with a perfect record in the group stage before a pair of 2-1 victories over Austria and Belgium in the knockout rounds.
And they will confident in the final regardles of who they face, combining major tournament pedigree with the form that comes from a 33-game unbeaten run.

What can England expect from Denmark?

Delaney may be a defensive midfielder on paper but he contributed to Denmark’s persistent threat down the right against the Czech Republic.
Kasper Hjulmand’s men also served another reminder of their potency from set pieces, though it has to be said the Czechs did not help themselves with their marking of Delaney and Jannik Vestergaard from the corner that led to the opening goal.
Vestergaard tricked Tomas Kalas and Jan Boril to tee up a free header from his teammate. Harry Maguire and John Stones, you would imagine, would not be so naive.

They now have two retail stores in London—Covent Garden and The Burlington Arcade—with a third opening in Birmingham’s Bullring Shopping Centre in the coming weeks.
“Kick Game’s revenue over the last 12 months has grown from £2million to £15million,” says Robert Franks, co-founder of Kick Game, “ placing us as potentially one of the fastest-growing companies in our sector. This investment is ground-breaking for a business of our kind; the fanbase overlaps and it made complete sense to partner with Fredo.”
Fredo added: “Rob and I share a huge passion for sneakers. In the same way I put my fans first, Rob puts his customers first. For me, this was an easy investment because Rob and I quickly became friends and with the huge growth in the sneaker industry, the investment made a lot of sense with the potential for huge returns.”

90,000 An invitation from Putin: rich Russians were offered to return from offshore
Speaking on Wednesday with an address to the nation due to the coronavirus pandemic, President Vladimir Putin put forward a number of obviously “leftist” initiatives: long weekends with salaries, additional payments for families with children, consumer and mortgage loans.The better-off strata of the population received much less joyful news. One of them was the statement of the head of state that payments of interest and dividends abroad “should be taxed adequately.” Adequate, according to Putin, is the rate of 15%.
According to the president, now two-thirds of the funds that leave Russia in the form of interest and dividends, “and in fact these are the incomes of specific individuals”, as a result of various kinds of “so-called optimization” schemes, are subject to a real tax rate of only 2% …“Whereas citizens, even from small salaries, pay an income tax of 13%. This is, to put it mildly, unfair, ”he concluded.
In order to put the initiative into practice, Russia is ready to revise and, if necessary, even withdraw from agreements on the avoidance of double taxation (DTT) with some countries. “Let’s start with those countries through which significant resources of Russian origin pass, which is the most sensitive for our country,” the President noted.
According to the current legislation, the tax rate on dividends in favor of foreign organizations is 15%. However, de facto, the tax can be paid at a lower rate if it is provided for by the DTT between Russia and the country in which the recipient of the dividend is registered. The tax agent in this case is the organization that pays dividends. At the same time, this opportunity is used not only by multinational companies conducting real activities, but also by companies in foreign jurisdictions specially registered by Russian owners for tax optimization.
Today, Russia has such agreements, which actually enable Russian tax residents who are beneficiaries of these foreign companies to pay taxes at lower rates, with more than 80 countries. The most popular among Russian taxpayers are Cyprus and the Netherlands, Singapore, Luxembourg, Hong Kong are also popular, lists Nadezhda Orlova, partner of FBK Legal. For example, in the case of Cyprus, the tax rate on dividends can be reduced to 5-10%. At the same time, Russia does not have DTTs with such offshore jurisdictions as, for example, the British Virgin Islands or the Seychelles.
Obviously, the amendments will primarily affect citizens and companies that do business in Russia, but receive dividends abroad, since their business is structured through foreign companies, experts interviewed by Forbes say. In fact, this is another attempt to persuade the owners of the largest businesses to deoffshorization.

“An additional tax is being created on the transfer of funds to parent companies located in offshore zones, which will reduce the income of shareholders of the companies.Accordingly, this is such an invitation for them to return to their homeland, ”explains Maxim Khudalov, senior director of ACRA.

Khudalov notes that the structures of large exporters are mainly registered in offshores, which received significant profits in the form of devaluation margin after the ruble weakened. “We’ll have to share this margin, or re-register as a Russian offshore company,” he summarizes. In Russian offshores (special administrative regions) on the Russky Islands (in Primorye) and Oktyabrsky (in the Kaliningrad Region), the tax rate for companies registered there is 5% on dividends paid, and 0% on received ones.
Formally, this initiative looks redundant, believes Ivan Tertychny, a partner at TA Legal Consulting. Russia already has legislation on controlled foreign companies (CFCs), which says that if a person is a Russian tax resident and uses the income from a foreign company, he is obliged to pay taxes from them as if it were a Russian company. “Theoretically, this legislation already blocks the possibility of using a double taxation agreement for Russian tax residents,” the lawyer explains.
In essence, these innovations are directed against Russians who conduct business through Cyprus in order to hide their Russian origin, hide the CFC, and thus pay at the rate of a non-resident, he continues. However, there are also those Russians who receive dividends from Russian companies, but are not tax residents of Russia. Their initiative will not affect Putin and is unlikely to convince him to change his tax residency to Russian, says Vladimir Tikhomirov, chief economist at BCS.
Will the measure affect foreigners
In the form in which the changes to the legislation were proposed by the president, they could affect not only Russians who are trying to reduce their tax burden in Russia, but also foreign investors.“If the double taxation system is abolished, it would be very unprofitable for real foreign investors to do business in Russia. They pay 20% income tax, the president proposes to charge another 15% from the remaining amount, then they will have to pay dividend taxes in their country again, ”says Nadezhda Orlova, partner of FBK Legal. If new versions of agreements on double taxation or new legislation, which will appear after the President’s message, provide for conditions allowing the application of the current reduced rates for foreign investors, then negative consequences for attracting investment to Russia can be avoided, she notes.
In his speech, Vladimir Putin mentioned not only dividends, but also interest, and the introduction of a tax on them also poses a significant risk, says Tertychny. He recalls that the largest Russian infrastructure projects, such as Yamal LNG, the Western High-Speed Diameter in St. Petersburg, were financed by Western banks, and banks did not pay interest tax on these loans.
However, the Russian Ministry of Finance on Thursday evening, March 26, has already given an explanation of how the dividend tax will be increased.“The changes that are planned in terms of increasing the withholding tax rate on income in the form of dividends and interest will affect only the so-called transit jurisdictions. As a rule, companies in such jurisdictions are created for the purpose of applying the reduced rates established by treaties for the avoidance of double taxation. The changes, which will come into force on January 1, 2021, will not affect interest income on Eurobonds, bonds of Russian companies and loans from foreign banks.
At the same time, the Russian economy should not prepare for going into the shadows as a result of innovations – the DTT is mainly used by large businesses that officially declare profits and pay dividends. The changed rules of the game will force business to adapt – to pay an increased tax on income, and in case of a break in the agreement – twice in both countries, or change the foreign jurisdiction to the Russian one, concludes the managing partner of Business Fairway Bank Roman Terekhin.

Audit and legal firms, Russian and international consultants compete in this market.
