7. Measuring the data

Coronavirus

For more information on how labour market data sources are affected by the coronavirus (COVID-19) pandemic, see the article published on 6 May 2020, which details some of the challenges that we have faced in producing estimates at this time.

An article, published on 11 December 2020, compares our labour market data sources and discusses some of the main differences.

Please be aware that, as a result of ongoing developments to the weighting of Labour Force Survey (LFS) estimates during the pandemic, for our September 2021 publication we intend to revise the LFS-based components of workforce jobs back to the beginning of 2020.

Impact on production of vacancy and workforce job estimates

Because of social distancing measures leading to the temporary closure of businesses across the UK, there have been some difficulties in collecting data using the Vacancy Survey and the Short-Term Employment Surveys.

Survey response rates were lower than is typical. To protect the quality of our output, we have used alternative sources where possible to inform data. We have used Standard Industrial Classification (SIC) section-level indications from the Business Insights and Conditions Survey (BICS), as well as survey contributor-level comments provided to us over the telephone or electronically, as a guide on whether businesses are operational and likely, or not, to be actively recruiting and to confirm employment figures.

Sources

The data in this bulletin come from surveys of businesses. It is not feasible to survey every business in the UK, so these statistics are estimates based on samples, not precise figures.

Vacancies

Estimates of vacancies are obtained from the Vacancy Survey, a survey of employers. Adzuna Online job advert  estimates are also published as part of the Economic activity and social change in the UK, real-time indicators release.

Jobs

Estimates of jobs are compiled from a number of sources, including Short-Term Employment Surveys (STES), the Quarterly Public Sector Employment Survey (QPSES) and the Labour Force Survey (LFS). STES is a group of surveys that collect employment and turnover information from private sector businesses. In December of each year, the jobs estimates are “benchmarked” to the latest estimates from the Business Register and Employment Survey (BRES).

The STES estimates are drawn for a specified date early in the last month of each calendar quarter. The March 2020 data were from 13 March 2020 before the start of coronavirus (COVID-19) social distancing measures.

Sampling variability

The sampling variability of the three-month average vacancies level is around plus or minus 1.5% of that level expressed as a coefficient of variation, giving a 95% confidence interval for estimates of approximately plus or minus 20,000.  

The sampling variability of the three-month average vacancies level, for a typical industrial sector is around plus or minus 6% of that level.

Companies in some sectors have been scrambling to find workers.

The number of UK job vacancies shot above above 1 million for the first time on record in July, the country’s Office for National Statistics said Tuesday, in one of the clearest signs yet of intensifying labor shortages in some sectors.

UK wages also rose strongly as the economy bounced back, with growth in average total pay jumping by a record 8.8% in the three months to June from a year earlier. However, the ONS said the statistics were partly skewed by the pandemic and that underlying wage pressures were more moderate.

The unemployment rate fell to 4.7% in the quarter to June from 4. 8% in the three months to May. It stood just 0.8 percentage points above the pre-pandemic level seen in the three months to February 2020, thanks in large part to the government’s wage subsidy scheme that has supported companies and workers.

“The robust jobs recovery suggested by business surveys is confirmed by today’s figures, and that is great news,” said Neil Carberry, chief executive of the UK’s Recruitment & Employment Confederation.

“But record vacancy numbers once again emphasise the risk posed by labor shortages in many key sectors.​​ The number of vacancies is now at an all-time high and is still rising, with employers desperate to hire new staff as the economy recovers.”

The pound was down 0.3% on Tuesday morning European time to $1.38, while the UK’s FTSE 100 stock index was 0. 1% lower.

The ONS said there were an estimated 953,000 job vacancies in the May-to-July period, a record high, a surge of 44% compared with the previous quarter. It added that early July survey data showed the number had climbed above 1 million.

Businesses in the arts, entertainment and recreation sector, such as cinemas, galleries and gyms, saw the fastest growth in vacancies in the three months to July. The UK government loosened coronavirus restrictions in the spring, kickstarting a scrabble to find workers. Accommodation and food services companies logged the second-strongest growth.

The UK’s wage-subsidy scheme is closing at the end of September. Samuel Tombs, chief UK economist at consultancy Pantheon Macroeconomics, said he thinks the UK unemployment rate will rise to 5.2% in the final three months of the year.

Ruth Gregory, senior UK economist at Capital Economics, said she thinks the Bank of England won’t start raising interest rates until mid-2023, despite the strong economy.

Yet she said Tuesday’s figures “suggest that the risks are tilted towards wage growth coming in a bit higher and the [BOE] raising rates a bit sooner than we anticipate.”

The number of job vacancies has topped 1 million for the first time on record as the economy recovers from the pandemic, the Office for National Statistics (ONS) said.

Figures published by the ONS also showed the number of employees on payrolls rose by 182,000 last month – though was still 201,000 below pre-crisis levels.

Meanwhile the headline unemployment rate, covering the three months to June, slipped back to 4.7% – down from 4.8% the month before.

At the same time annual regular pay growth – a measure that has been skewed in recent months because of the impact of the pandemic on the jobs market – soared to 7. 4%.

Chancellor Rishi Sunak said the figures showed the government’s plan for jobs was working, adding: “I know there could still be bumps in the road but the data is promising.”

The figures come after GDP data last week showed the economy bouncing back with growth of 4.8% in the second quarter.

According to the ONS labour market update, vacancies hit a record 953,000 in the three months to July, 168,000 higher than pre-pandemic levels.

Single-month vacancy estimates showed that last month the figure topped 1 million for the first time according to records going back to 2001.

The figures come at a time when many employers say they are struggling to find staff.

Sectors such as hospitality are among those affected while elsewhere, in-demand lorry drivers are being offered signing-on bonuses worth thousands of pounds to work for major retailers.

Jonathan Athow, ONS deputy national statistician for economic statistics, said: “The world of work continues to rebound robustly from the effects of the pandemic.

“The number of people on payroll was up again strongly and has now grown over half a million in the past three months, regaining about four-fifths of the fall seen at the start of the pandemic.

“Meanwhile early survey figures show that the number of job vacancies passed one million for the first time ever in July.”

Mr Athow added that there was no sign of redundancies starting to pick up ahead of the the government’s furlough scheme winding down.

That may ease fears that the withdrawal of taxpayer support for jobs will lead to temporary pandemic lay-offs becoming permanent.

But the continued acceleration in earnings growth could prove a headache for Mr Sunak as next month’s data would normally be used to calculate the rise in the state pension under the government’s “triple lock” guarantee.

That guarantee means that pensions increase by the rate of average earnings, inflation, or 2.5% – whichever is higher.

The Office for Budget Responsibility (OBR), the government’s fiscal watchdog, has warned that if as some forecasts have suggested, earnings growth hits 8%, it would add £3bn a year to government spending.

However there has already been a hint that the triple lock could be ditched, with the prime minister last month saying there had to be “fairness for pensioners and taxpayers”.

The ONS says the latest earnings figures have been inflated by comparisons with last year when the pandemic first hit the labour market, and since when there has been a fall in the number and proportion of lower-paid jobs.

Stripping these out it estimates underlying regular wage growth at between 3.5% and 4.9%.

Job vacancies in Britain hit record high

Job vacancies in the UK have spiked to their highest recorded level, official figures showed Tuesday, in a further sign that the British economy is rebounding more than anticipated following the lifting of coronavirus restrictions.

With the unemployment rate falling and the number of people on payroll rising toward pre-pandemic levels, wage pressures are clearly building — a development that financial markets suggest will lead the Bank of England to raise interest rates sooner than previously thought as it could further fuel inflation.

The Office for National Statistics revealed that the number of job vacancies rose by 290,000 between May and July from the previous three-month period, to 953,000. That’s the highest level since records were started in 2001.

The increase in vacancies came during a period when most lockdown restrictions were lifted across the UK following the rapid rollout of vaccines. The increase in job vacancies was particularly evident in those sectors, such as arts, leisure and food service, that had suffered most during the multiple lockdowns in the UK.

In further encouraging news, the agency said the number of people on payroll rose by 182,000 between June and July, taking the total to 28.9 million. Still the overall figure is 201,000 lower than before the pandemic struck in March 2020.

“Today’s figures show that the recovery continued to gain momentum through the spring as restrictions eased,” said Tony Wilson, director of the Institute for Employment Studies. “Put simply, labor supply just can’t keep up with employer demand.”

The latest figures have raised hopes that the British government’s decision to bring an end to a salary support scheme it introduced at the outset of the pandemic will not lead to big job losses.

Under the Job Retention Scheme, the government paid 80% of the salaries of those workers unable to work because of lockdown measures. The program, which is being phased out and is due to finish at the end of September, helped support over 11 million people but the number now is down below the 2 million mark as many sectors have reopened, notably hospitality.

“There was no sign of redundancies starting to pick up in our survey data ahead of the furlough scheme beginning to wind down,” said Jonathan Athow from the statistics agency.
