West Orchards Shopping Centre | AlertSystems Ltd

The Solution

AlertSystems conducted a thorough technical audit of West Orchard’s existing security infrastructure. It was clear that any new system needed to ensure the investment in the original system was maximised.

AlertSystems proposed an Avigilon platform as it would provide high-quality images in both live and recorded situations. This allowed West Orchards to quickly identify criminal activity and take immediate action.

The Avigilon Control Centre (ACC) software presented operators with a simplified layout including intuitive controls, to help them react to alarm activations quickly. AlertSystems used video encoders to allow West Orchards shopping centre to retain a number of key devices including their Pan-Tilt and Zoom (PTZ) cameras. This meant the operators in the control room could continue to use the joystick function when tracking someone across the site.

The design also included the installation of a number of high definition megapixel cameras in key locations.

The system has been continually developed and enhanced by working closely with the centre management team. Most recently, AlertSystems installed voice processors and speakers at the entrance and other high-risk points to support proactive remote CCTV monitoring. This service is being fulfilled by Alert Monitoring, a company within the AlertSystems group.

 

The Results

West Orchards currently have around 100 cameras across the site, these are monitored by their security team on 12 dedicated screens within their control room. The combination of HD Avigilon cameras and intelligence from the existing retail radio system now provides the security staff with fast and accurate information, as well as providing the police with detailed footage. Coventry’s postwar shopping centre earmarked for preservation

A clutch of post-war buildings in Coventry have been heritage listed, as the city prepares to become UK City of Culture for 2021.

Eight architectural sites have been selected from the pedestrianised Upper Precinct shopping area, built as part of the UK city’s regeneration following heavy bombing during the second world war.

They include buildings occupied by the retailers Marks and Spencer, Woolworths and British Home Stores (BHS), as well as a dance hall, a hotel, a shopping centre, a decorative mast and a foundation stone for the redevelopment.

UK government lists eight post-war sites in Coventry

The government has given a Grade-II listing to all eight sites on the recommendation of Historic England, the public body responsible for protecting Britain’s historic landmarks. They are among a relatively small number of postwar retail buildings on the list.

“The reinvention of Coventry after the second world war and the vital role that its postwar architecture played in restoring pride and confidence was renowned internationally,” said Historic England chief executive Duncan Wilson.

“The buildings, built between 1948 and 1958, form the centrepiece of Coventry’s post-war reconstruction and reflect the spirit of a re-born city,” he continued.  “They deserve the recognition and protection that listing brings.”

Shopping centre set standard for town planning, say campaigners

Campaign group the Twentieth Century Society welcomed the decision as an important step in recognising the importance of Britain’s post-war architecture.

“Coventry was one of the most comprehensively re-planned cities in the country following extensive bombing in 1940,” said a statement released in support of the listing by The Twentieth Century Society.

“The Upper Precinct is of major importance as a group of buildings which set the standard for town planning practice in the post-war era, and for their overall architectural quality.”

The list now includes the North and South Link Blocks and Piazza in the Upper Precinct, which were built between 1954-1956 

Critics have spoken out against the dearth of buildings from the era included on the preservation list, for instance, Dezeen columnist Owen Hatherley recently called for better protection for the pedestrian precinct.

“We certainly recognise the importance of post-war heritage across England – this is reflected in our current listing priorities,” a spokesperson for Historic England told Dezeen.

Alongside architecture from the postwar period, the organisation’s listing priorities include examples of postmodernism, mosques and quaker meeting houses.

Major city-centre development will need to be revised

The new listed status of the Coventry buildings means an already approved multi-million pound overhaul of the Upper Precint by developers Shearer Property Group will now need to achieve Listed Building Consent for any alteration of the buildings.

Current plans involve removing later additions to the buildings, including escalators added in the 1990s. They also include infilling colonnades, the removal of canopies, and the addition of 50 new shops and a multi-storey car park.

“The society has been raising awareness about the level of redevelopment planned in the run up to 2021 – the year that Coventry will be celebrating its status as City of Culture – and have been concerned that many of the best buildings will be compromised or lost before they can be duly celebrated,” said a statement from The Twentieth Century Society. “These listing decisions have come just in time.”

List includes former Woolworths and British Home Stores

The list now includes the North and South Link Blocks and Piazza in the Upper Precinct, which were built between 1954-1956 featuring elevated walkways and bridges that created a car-free zone for shoppers.

The now-listed former Hotel Leofric in Broadgate, which formed part of architect Donald Gibson’s post-war regeneration of the city, is described by Historic England as having “thoughtful, considered design”.

The Locarno Dancehall, which now hosts the city’s Central Library, features colourful mosaic murals by the artist Fred Millett

The former Woolworths building and a row of shops, designed by the retailer’s in-house architect Harold Winbourne, completed in 1954 and closed in 2009. It has since been divided into units for Boots chemist and Poundland.

The Locarno Dancehall, which now hosts the city’s Central Library, features colourful mosaic murals by the artist Fred Millett and a dance floor converted into a reading room.

The building that formerly housed BHS retains its canopies with built-in sun awnings, and the Marks and Spencer building designed by Norman Jones Sons & Rigby features decorative slate and travertine panels.

Also listed is the Broadgate Standard, or Elephant Mast, and the Levelling Stone that was laid on 8 June 1946 “as a symbol of the city’s rebirth and regeneration”.

– To finish the topic with Khimki: no one sold them to anyone.

I believe that the Moscow region has serious potential: the region is large enough, but there is not a single unifying team in it. In Khimki there have been leaps and bounds in recent years, Saturn is somewhere far away … Therefore, those who correctly arrange the work processes will be able to unite the entire region. Plus, in the Moscow region it is much easier and cheaper than in Moscow to build and work, and the population is quite large.

– About your participation in the mini-empire of clubs. Teams in Europe – I understand, but why is your group of investors interested in Rodina in the PFL? An emotional story about a connection with Russia or a business calculation?

– Russia is a country with a population of 150 million people, but with a small number of football academies.Our task at this stage is to create a factory for training young football players, establish a search network throughout Russia, identify our advantages and collect the best talents from all over the country.

– Aren’t the academies of Spartak, CSKA, Dynamo, Loko, Zenit, Dynamo, Chertanovo, Krasnodar and some others doing this? It is clear that there should be more top academies in such a large country, but don’t they completely control the talent market due to the advantages of brands?

– Nonsense, in England there are 92 professional academies of different levels and about 7 thousand commercial ones.There is enough space for everyone.

We have less than 10 more or less professional academies, there can be a lot of competitive advantages. For example, work for parents, the opportunity to train and train in foreign clubs, receive the best methods, offer the best infrastructure and coaching staff. He is not subject to momentary moods, he knows what he wants in all businesses, and gradually moves towards his goals. Our idea is aimed at reducing dependence on shareholders’ money, trying to earn it and reaching the stage when investments are required only in infrastructure projects, and clubs can live on their earned money. We do it more or less.

– Is your holding and ownership of the RPL club still a possible story?

– We have Rodina.When the time comes, she will play RPL. This will happen sooner or later. In order not to be a black sheep, you must first build / buy infrastructure, establish processes, make an academy, get big shots, train management and personnel, and then build more global plans.

– Your forecast. How long will it take?

– As my good friend, legendary world hockey champion Daniil Markov, says, only a bad horse starts with a gallop: everything has its time, we have a clear plan for this, but I don’t see any reason to share it yet.In any case, it won’t take decades.

– What is your role in the structure of the clubs?

– I call myself the Minister of Foreign Affairs of our organization. My task is to develop a strategy, organize a structure, bring the best technologies, methods, personnel, coaching staff, make partnerships with federations, with all large clubs, interact with UEFA and FIFA, represent the interests of clubs in public organizations, defend interests in negotiations with potential partners, prepare plans for the development of academies, clubs and bring all European contacts, my knowledge and experience.I am not involved in operational management and the football part. Rather, I try not to study.

I have never consciously dealt with the football and scouting part anywhere, this is a very precise, laborious and energy-consuming process, it should be led by people with a football background, with a deep understanding of football processes, with an analytical mindset.

– Can you describe what is the advantage of the multi-club ownership model in different countries?

– The opportunity for a footballer to grow within the group, to play in European cups, while its value will increase from participation in various tournaments and championships.For us, this is an opportunity to control markets in completely different regions, countries and continents, an opportunity to reduce the risks of adaptation, a wider region of players’ sales. For example, it is easier to sell a player from Latvia to Poland, and from Cyprus to Belgium or Spain.

– A year ago, you talked about your desire to expand the group’s representation by acquiring clubs in Brazil and Senegal. Is there any progress?

– We have been working in Senegal since last year in partnership with the Tyunget club.In Brazil, we held several weeks of negotiations last February, but the quarantine got in the way, so we decided to postpone it until 2021. We are actively moving in this direction. Today, the former head of the scouting service of Atletico Paranaense and the sports director of Curitiba work in the structure of our group, we took them in order to better understand and correctly build work in this market.

There are 40,000 professional footballers in Brazil, their sales represent about 4% of the country’s GDP. I think these numbers are important for understanding the role of football in Brazil and the prospects.

– Is there too much competition for young players in Brazil? Does it make sense to enter this market?

– The main market we want to focus on is 15-16 year olds. As a rule, the price for them is low, and that is why we need a club in Brazil: to control their preparation, own the rights to them and be able to give them a chance to develop within the group.

– In general, the question is about competition. Investors from all over the world have realized that very good money can be made from football.Does this complicate the work of not the biggest players (comparatively) like your holding? Finding and hiring a good footballer at an adequate price is becoming incredibly difficult.

– Here you need to understand that football is still in the process of formation, there are not so many real professional groups, plus different price categories and markets where we work. Our long-term goal is to grow players within the group, and not buy for big money, this is the main idea of ​​our event. I am convinced that football is generally underestimated.

– In what sense?

– Football clubs are priced below real value compared to American sports. Clubs in the United States tend to have a more local history, they don’t have the same global coverage. The Dallas Cowboys (a Texas club from American football) are more expensive than Chelsea. It should not be! I think 99% of the world’s population has not heard what Dallas is …

In general, the situation is changing, any normal sports club positions itself as an entertainment business, and this is a completely different assessment and potential. Therefore, American investors are actively buying clubs, they understand that the situation will change in the assessment of the club as a business towards growth.

– Almost every football group has a main club: City, Leipzig. Which club can become the main one in yours? Will he be in Russia? Or England?

– We are thinking about it.It’s hard in Russia because of the limit on foreign players; in Cyprus, for example, we can play 11 foreigners. In fact, there are not many countries in the world where this is possible, although in Europe it is easier.

England, after leaving the European Union, does not seem to be the best option at all: the requirements for a work visa and movement make the process of working with young players difficult. Naturally, we want to have another team at a higher level of competition, but for now we need to put things in order in what we have.

– Is the variant with Spain, Italy, France possible? Are you considering the big league markets or are they not a priority?

– France and Italy – unlikely: a difficult market, difficult adaptation, a different philosophy of football, difficult tax nuances.Spain and Belgium are more interesting: the limit on legionnaires is softer, the immigration policy is simpler, but for now, I repeat, we need to figure out what we have and build all the processes as efficiently as possible within the system.

Taking into account the fact that Belgium and the Netherlands are going to hold a common championship, then, accordingly, this championship will be more interesting.

By the way, now there is talk that Cyprus, Greece and Israel will create a common league, and this would be a big breakthrough for the region, with a completely different level of income from the sale of TV rights.

– According to Transfermarkt, teams in your group make almost no exit transfers. Typically, this is a story about the quitting of free agents. Does the model need time to work to its full potential?

– This is incorrect information. About 10 players were sold for money: Jander to Crvena Zvezda, Kuls to Eupen, Zachariu to Olympiacos, Mall to Apollo, Pedrinho to Portugal, Lulinha to Japan. Basically, these are transactions up to 300 thousand euros. Considering that we took players on the free market, these are good indicators.

The next window will be more productive, we have offers for 5-6 players. Finnish national team player Valakari has the highest offer in the history of Cyprus. I hope it will grow even more after the European Championship. We have established a KPI for the sports department, at the moment they are coping with it.

– I think that Rodina is the first club in PFL history to train in the UAE.Is this the correct story from the economic point of view of the PFL club?

– From the point of view of preparation, this is a fairly correct move. The difference in cost between Turkey and the UAE is not catastrophic, given that we did not come with one team (there was also “Riga” there), but the conditions and infrastructure of a completely different level. Plus, the Emirates is perhaps the only country where it was possible to fully train without looking back at the coronavirus.

You asked about competitive advantages – how we try to convince the guys.This is just about that. Working conditions, infrastructure, holidays, human relations are excellent competitive advantages. Let me remind you that the base in Cyprus is used by Rodina for almost 3 months a year, and no club or academy in Russia has such conditions for growth.

By the way, one of the results of our training in Dubai is that 5 Rodina players will spend the next season on loan in the Emirates Championship team. It may not be the top division, but it is both an opportunity for us to strengthen our marketing potential and an incentive for the guys to compete for a place in Rodina.

– In your interview with The Athletic, you predicted that the government funding model in Russia will collapse in the next 10-15 years. What is it based on?

– On how the whole world lives and how realities are changing. No matter what we say, the main processes are smoothly changing in Russia. 10 years ago, no one would have understood what this was all about: TV rights, income on match days, business around the stadium, the academy … Now everyone understands that changes are needed, that clubs and the league need to live differently.Of course, we will not give up government funding at all, but it seems to me that it will decrease.

Already now there are clubs in the PFL and FNL with private capital, simpler models of monetization are emerging, the world is becoming more global. I personally think that one should invest in the league, as does La Liga or the Premier League: big TV rights and big prize money create competition and growth prospects. It is also an excellent investment environment.

– Can you decipher? What does it mean to invest in a league?

– If you make a prize fund of at least $ 300-400 million in the RPL and distribute money depending on the result (conditionally 70, 60, 50 – for the first places and 15-20 for the last), then there will be a line of people who want to invest in football.

Money for the fund can be raised at the expense of the same state-owned companies that today are voluntarily-forced to subsidize clubs: Gazprom, Lukoil, VTB, VEB, Rosneft, Sberbank, and so on + some regional payments. They will sponsor the league or become shareholders with transparent management, accountability and governance. Then there will be less corruption, and the level of management in the competition will become clear.

Then you can make tax holidays or big breaks for the league and clubs for 5-10 years.I am sure that 100 million can be earned on TV rights (even if in Cyprus, where the population is 800 thousand, TV rights cost 30 million euros a year). Everyone gets used to paying for content.

– There is a persistent opinion that if tomorrow the state is forbidden to give money for professional sports, it will collapse. Do you agree with him?

– It will not collapse, but is transformed. Someone will disappear from the map, someone will become more modest, and someone, on the contrary, uses the situation as an opportunity. On the whole, it is obvious that the state of affairs is not the most correct one now. It seems to me that some steps should be taken to reduce the influence and dependence on public money.For example, only investments and subsidies in academia, infrastructure and logistics could be allowed. At the same time, it is forbidden to finance players’ salaries by more than a certain percentage. It is not necessary to go to extremes and completely prohibit government funding of football, it can be done gradually or the form of this funding can be changed.

– Another cliche: private business is not interested in developing football in Russia. There will not be enough volunteers or resources.

– There are not many incentives to invest at the moment.The rules for the use of state objects are incomprehensible and inconvenient, there are no financial indulgences and motivation. Take the same Brazil: any company can give a part of this amount to a professional club instead of a quarterly VAT payment. In many countries, local and city taxes can be paid directly to the club. The state sees benefits in the development of professional football and gives benefits to those who invest in it.

– Do I understand correctly that in our region only Shakhtar are working for profit? All the rest are a hobby for wealthy private owners or a social mission of the state, behind which, as a rule, ineffective use of the budget is hidden.

– In fact, there are many profit-making clubs in Eastern Europe where the owners are fundamentally underreported. It all depends on the model and the business. Take the same Bulgarian “Ludogorets” – a constantly profitable club with an understandable business model, with the sale of players and money from European cups. Trencin, Ferencvaros, Midtjylland. There are many examples, so everything is more than real.

– Your quote from an old Sports.ru interview: “The English Championship, League 1 and League 2 have signed a financial Fair Play agreement – clubs cannot have a loss of more than 2 million pounds a year.If the loss is greater – sanctions. ” Considering how the Premier League has grown since then, is this a good copyright initiative?

– In England they have already gone further, and now in Ligue 1 (3rd in gradation) and Ligue 2 (4th) they have made a salary ceiling of 2.5 million and 1.5 million pounds, respectively.
